New Rules Only Restrict Gifts To Government Workers Attending Trade Shows

IAVM has determined that a proposed “gift” rule will have little effect on conventions, tradeshows or trade associations. The Office of Government Ethics' proposed rule only concerns “gifts” to federal personnel.

A “gift” can also be free food, drink and entertainment (galas, parties, etc.). Therefore, the proposed rule only covers free invitations to trade association events. If the government employee has to pay for a conference registration fee like everyone else, there is not a limitation on their participation in the association’s convention, tradeshow, gala activities, etc. If a trade association invites an executive officer of the U.S. Government to speak at an event, this would be exempt from the new regulation.

Rick Thomas, the Associate General Counsel of the Office of Government Ethics, has verified IAVM’s interpretation of the proposed rule. Mr. Thomas also said, “If the trade association event is part of the mission of the government employee, the U.S. Government will even pay for the trade association conference registration fee, travel, hotel, etc. to a conference or trade show.”
